The idea that when both parties have the power to destroy each other, they reach a stalemate. I think (but I'm wandering out of my depth here and the sand shelves away deeply) that this was the basis of the Cold War.
I have had cause to contemplate the other meaning of the word too this week. It's not full moon again already, is it?
